In 1890-1891 the heir Tsesarevitch navigated to the Far East on the cruiser "Pamyat Azova". In the spring 1891 the cruiser arrived to Japanese port Kobe, whence the heir has made a trip to port Otsu.
The flag of His Imperial Highness the Heir Tsesarevitch meant that His Highness was on the ship or the boat visiting the coast. It was hoist on the order of His Highness on the ships — at topgallant, and on boats — on a flagstaff on the nose. The flag of His Highness was never hoist simultaneously in two places, and also on fortresses on the coast. His Highness and His flag were honored by salute from 25 shots.
The flag was donated to the Naval Museum in 1910 by the colonel baron Evgraf Romanovich Kaulbars, who maintained the boat of the heir Tsesarevitch during the travel.
